Interim City Manager Foxworth resigns


Fernandina Beach Interim City Manager Mark Foxworth resigned today with almost seven weeks remaining on the contract he agreed to with the city.

Foxworth sent the following email to city department heads after first notifying city commissioners of his resignation:

"At our staff meeting on February 23rd, I mentioned that I was the “90 Day City Manager.”. When I was asked to fill in after Dale (Martin) left, a 90-day contract was offered, and I made it clear I would fill the gap for those 90 days until a more permanent solution could be found.

"As you also know, in planning for the future, last month the Mayor directed Ms. Best to contact Deputy City Manager Charlie George and ask if he would be interested in serving in the Interim position upon my departure. Mr. George agreed and at the April 4th meeting the Commission agreed to appoint him as the next Interim City Manager.

"With a capable in-house candidate named, I will be stepping down on April 14, 2023, to allow Mr. George to take on the role of Interim City Manager. The three major benefits of this include:

- Saving our taxpayers from paying two executive level salaries.

- Allowing Mr. George to manage the 2023/2024 budget process in its entirety.

- Allowing Mr. George to be the only ICM to interact with the City Manager Search Committee on behalf of the staff.

"So, I have gone from the 90-Day City Manager to the 52-Day City Manager.

"The City will do well under Mr. George’s leadership, not just because he has a good grasp on the operations of the City but because each one of you is a strong dedicated leader. The citizens of our community are fortunate to have such a professional team serving on their behalf. Feel free to call if I can ever help with anything."

Foxworth, the former police chief of Fernandina Beach, was retired at the time just prior to the termination of City Manager Dale Martin by a 3-2 vote.
